Update: Victims' names released in Nevada IHOP rampage

CARSON CITY, NV (CBS/AP) -- Police are releasing details of the victim's in Nevada's IHOP shooting massacre. Two were national guardsmen who served in Iraq and Afghanistan. But, authorities don't think the shooter was specifically targeting the military.

Well wishers are leaving flowers outside the Carson City restaurant where a gunman took four lives.

Police say 32 year old Eduardo Sencion opened fire with an assault rifle on National Guard members and civilians who were eating breakfast at the IHOP.

Fred Ciccarelli was at another table and witnessed the massacre. He says, "We thought it was just a bunch of fireworks. Then all of a sudden the glass started to shatter and my partners went under the table and I stayed up and watched what was happening, unfolding in front of me."

Carson City Sheriff Kenny Furlong has released the names of three service members killed in Tuesday's mass shooting. They were 38-year-old Sgt. 1st Class Christian Riege of Carson City, 31-year-old Sgt. 1st Class Miranda McElhiney of Reno and 35-year-old Major Heath Kelly of Reno. Two victims were veterans. Sgt. 1st Class Christian Riege, 38, served in Afghanistan and Major Heath Kelly was a decorated field officer in Iraq.

Police say they will do their best to unravel why Sencion snapped before taking his own life. At this point, they say there's no proof he was targeting the military

Ken Furlong with the Carson City Sheriff's office says, "While numerous guardsmen were obviously attacked, an equal number of civilians were similarly assaulted."

Sencion's family is cooperating with the police investigation. They say he was mentally unstable.

The suspect's brother Gilberto Sencion says, "I feel very sorry for what he did. I never thought he would do something like that."

Seven victims are recovering from gunshots wounds. The sheriff says their injuries range from severe to extremely life threatening.
