County Radio Towers Need Improvements, Fixes, Director Says
The first rough draft of a detailed audit of all of the emergency communications radio frequency, or RF, tower sites in Franklin County has been completed, and while the report has a ways to go, so far things don’t look good, according to one official.
Interim 911 Director Vince Zagarri said he and a team have been inspecting every site in the county to assess the county’s needs.
“You have got to have all the data in front of you before you can make a plan,” Zagarri told the emergency communications management board during its meeting Monday.
Zagarri said he physically visited all of the sites to look at heating and cooling equipment, site conditions, antennas, power capabilities and more.
Those visits revealed a common problem among the tower sites — no earthquake protection.
A majority of the sites also lack backup power devices, Zagarri said.
“(The sites) are all owned by different players and agencies, so obviously they are going to lack consistency,” he said.
During the inspections, Zagarri and others determined the facilities’ greatest needs to be making sure they’re all properly grounded and have backup power systems.
"What is interesting for people to see," he said. "This is the condition of some of the equipment we depend on for emergency communications."
Officials from the Franklin County discussed the search for a sales tax the voters some time next year to help cover the cost of fixing and upgrading the county 911 system.
The amount of taxes and the ballot, it appears on the ballot has not been determined.
A separate planning committee has been formed, Zagarri said, to discuss things like costs at each of the county’s public safety answering points and other costs which could be funded with a sales tax.
In addition to existing issues, federal government regulations will require emergency dispatchers and crews to switch to narrowband and microwave communications systems over the next several years.
