What happened: As lawmakers consider offering motorists the option of forgoing auto insurance with unlimited medical coverage, a survey finds almost two-thirds of respondents prefer the current blanket protection.

Auto policies now cover the first $500,000 in medical bills from an accident. The Michigan Catastrophic Claims Association, an industry-managed reinsurance fund, picks up the rest, no matter the cost or duration. The MCCA assessment this year is $145 per vehicle. A Senate bill would let motorists buy less expensive coverage from $50,000 to $400,000.

But a July survey of 600 voters , commissioned my medical providers, found 62 percent opposed limits on victims’ care, especially when asked about potential high out-of-pocket costs, more litigation, and a greater burden on programs like Medicaid.

Why it matters: Backers, including the insurance industry and some urban Democrats seeking lower premiums for constituents, frame the issue as one of choice. Medical providers and the long-term injured they care for are opposed. The issue could get rolled up in the debate over whether to repeal Michigan’s requirement that motorcyclists wear helmets.

In fiscal 2010, tuition and fees averaged $9,661, said the Presidents Council State Universities of Michigan. Subtract an average $4,874 in state, federal and institutional aid and the net cost was $4,787. “The actual cost of tuition for many, many students is much less than the sticker price,” said Michael Boulus, the group’s executive director.

Why it matters: Need-based aid has increased 75 percent in recent years, in part due to federal support. But merit-based aid has declined in part because of the Michigan Promise scholarship’s demise, $4,000 to students completing two years of college. Last year, Michigan ranked 45th in per-capital state financial aid.

The middle class continues to bear the burden of a decades-long shift in funding. Three decades ago, tuition and fees contributed 25 percent a university’s operating budget. It’s now 75 percent of operational funding.

However, there is hope for the residents who are looking to go to college. There are a variety of financial packages which can help you get through your tough times in this economy. You just need to know where to find them.

The first step in all of this is to fill out your FASFA form. If you do not fill out your FASFA form, you are going to be dead in the water. This form is most commonly used by the federal government to determine the financial aid you will receive, but some grants at state universities use this as well. If you do not fill it out you could miss out on money from work study, Pell grants and more.

Also, your specific institution may have been able to offer you some money that they now cannot. Fill out this form as early and completely as possible.

The next important step in getting as much aid from State of Michigan grants as possible is to look in the state. These grants are often hiding and are difficult to find. Contact your college and ask if any are available for you. Do not give up until you find at least one State of Michigan grants that match you! They are out there to help you defray some of your education costs.
